Preventing Corruption
Apart from being in charge of inspecting and detecting frauds in the use of federal public funds, the Office of the Comptroller General (CGU) is also responsible for developing mechanisms to prevent corruption. The idea is that, besides detecting cases of corruption, CGU has the role of acting proactively by developing means to prevent their occurrence. CGU carries out this activity through its Corruption Prevention and Strategic Information Secretariat (SPCI).
The SPCI was created on January 24, 2006, when Decree n. 5,683 was published. Until then, corruption intelligence and prevention actions were carried out by different CGU units in a disperse manner. Once the SPCI was established, a specific unit capable of centralizing all of these actions came into existence. This new model provided CGU with appropriate tools and the capacity to use innovative techniques to prevent corruption. Besides centralizing and enhancing preventive actions, this new framework made it feasible to set up an intelligence unit and, as a result, Brazil now ranks among countries at the vanguard in terms of corruption prevention.
